Legislature is primarily law making body and Judiciary, Justice administering body. Here Justice is not in vacumn or an abstract Justice but Justice as per law. But in democratic setup, Judiciary has additional jobs besides Justice administration and that is being custodian of civil liberties and Judicial Review is the means to discharge the job of protecting civil liberties. Even civil liberties are decided by legislature and even protection of civil liberties cannot be more than enforcement of law and Judicial review thereof is mere administration of Justice. Law making and Justice are two different things, it is not necessary Judiciary will do Justice and Legislatre, law making, sometimes Judiciary makes law and Legislature does Justice. In strict way, we cannot say that legislature has not the job of doing Justice and likewise Judiciary has not the job of law making. Likewise, we cannot say, Judiciary only has supreme sense of Justice and legislature only, supreme sense of law making, indeed both jobs are inspired by the idea of Justice or desire to do Justice. This is only an arrangement. We cannot say even who has supreme wisdom. But people show more respect and attach more sanctity to Judiciary only because of the nature of job and gravity of the job, otherwise both deal with most serious affairs of human beings or we can safely say both are for Justice. We cannot say law making is only for maintenance of order or governance.
